Korea's Public Holidays and Substitute Holiday System

South Korea's public holidays are set by the Regulations on Holidays of Government Offices. They split into holidays fixed on the solar calendar and lunar holidays whose dates shift each year. Lunar holidays (Seollal, Buddha's Birthday, Chuseok) are determined by converting their lunar dates to solar dates.

The substitute holiday system prevents the loss of days off when a holiday overlaps a weekend or another holiday. Under the 2023 revision of the Regulations on Holidays of Government Offices, the Seollal and Chuseok holidays and Children's Day — as well as Independence Movement Day, Liberation Day, National Foundation Day, Hangeul Day, Buddha's Birthday, and Christmas — trigger a substitute on the next non-holiday when they fall on a Saturday or Sunday (for Seollal/Chuseok and Children's Day, also when they overlap another holiday). When does a substitute holiday occur?

Under the 2023 revision of the Regulations on Holidays of Government Offices, if Seollal or Chuseok holidays, Children's Day, Independence Movement Day, Liberation Day, National Foundation Day, Hangeul Day, Buddha's Birthday, or Christmas fall on a Saturday or Sunday (for Seollal/Chuseok and Children's Day, also when they overlap another holiday), the next non-holiday becomes a substitute holiday. New Year's Day and Memorial Day are not eligible for substitute holidays.

How are the Seollal and Chuseok holidays calculated?

Seollal is based on the first day of the first lunar month, with the day before and after (last day of the 12th lunar month and the 2nd day of the 1st lunar month). Chuseok is based on the 15th day of the 8th lunar month, with the day before (14th) and after (16th), for a three-day holiday. This tool computes the solar dates from a lunar lookup table.

Are temporary public holidays shown?

This calculator computes only the regular statutory holidays and substitute holidays defined by law. Temporary public holidays declared ad hoc by the government (for example, a weekday between holidays in a given year) are not included, so check announcements from the Ministry of the Interior and Safety separately.
